Domestic US flights
- 14 CFR Part 254 sets the minimum per-passenger liability limit for domestic baggage claims; the figure is adjusted for inflation (check ecfr.gov for the current amount).
- 14 CFR Part 260 requires airlines to refund checked-bag fees when a bag is significantly delayed.
- Interim expenses (toiletries, clothing, chargers) are claimable with receipts.
International flights (Montreal Convention)
- Article 19: the carrier is liable for damage caused by delay.
- Article 17(2): liability for destroyed, lost, or damaged checked baggage.
